Record Characteristic Change Section (RCCS) has an identifier field of X’00’ and a modifier field of X’40’. Only used on SYSIN data. Not required if all SYSIN data is RECFM F and LRECL 80. When present, it is sent as the only section in the data set header without the “basic” general section and with a modifier of X’00’.
For JES2, POWER, and AS/400 SYSIN. JES3 does not use, send, or store and forward these sections.

RSCS uses this field as a store-and-forward node to determine if a SYSIN file will be stored as coded NOPs (completed when NDHCRCFM indicates the file is not fixed format). Length and type: 1 binary
